Jim Burns will address the next meeting about the Master Patient Index.  The Immunization Registry will include information from private as well as public clinics and will meet the 12 standards

Dossia Presentation        Jim Harris, Intel

Five large corporations are funding the Omnimedix Institute, an independent non-profit institute, to develop Dossia, a web-based    framework for persons to be able to maintain personal health records and manage their own interactions with providers.

Architecture:

Based on the Connecting for Health Care Framework (CFH) devised under the auspices of the Markle Foundation and the Robert Wood Johnson Foundation.  It will have a Database Enablement Capability that will allow users to activate it and add layers over time.

Principles:

Person centered; owner of the record determines its use

Private and secure, but accessible to properly authorized users

Adaptable over a lifetime and for persons in all conditions of health

The RHIO has to provide a database that will accommodate all of the individual pieces of information that a medical system collects on a person and store them in a secure PHR.  The RHIO will start with lab results, radiology results, medications, immunizations, and health care preferences.

The RHIO will have a common portal for committee members to see and share information.  Committee members should send in their e-mail addresses, so that access and passwords can be arranged.  The portal will be transparent and updatable.  Proprietary data is not suitable for publication on the portal.

Several scenarios for prioritizing types of data and phasing in the implementation have been developed.

Find solutions for such problems as harmonizing data, e.g. demographic data, from sources that disagree.  Agree on terminology. Set up alternative channels of communication, ownership of data.

1. Processes and documents must be responsive to real needs and make good sense

2. Must be accurate

3. Sensitive to compliance obligations, e.g. providing insurance for RHIO employees. The RHIO will be a charitable organization intended for public service.  It will be a corporation, to provide it with protection and a perpetual life.  It will provide protection for individuals.
